Osceola County runs south from the Orange County line: Kissimmee and St. Cloud, Celebration, the subdivisions along US 192, and a long stretch of flat ranch country beyond them. Kissimmee, the county seat, and St. Cloud are the two incorporated cities. Around them are Celebration, Buenaventura Lakes, Campbell, Harmony and Narcoossee, and further out the rural communities of Kenansville, Holopaw and Intercession City. The service area is about forty miles around Orlando, which takes in Kissimmee, St. Cloud and the northern half of the county comfortably. Lake Tohopekaliga, which everyone calls Lake Toho, sits on Kissimmee's southern edge and is the largest lake in the county, with East Lake Toho beside St. Cloud. Water covers about 12 percent of the county. South of the two cities the land opens into flat, low prairie, ranch country through the twentieth century and still largely rural.
Flat ground is the defining problem for pavement here. A drive or a lot with almost no fall does not shed a thunderstorm, it holds it, and the water that sits on the surface finds every open crack and soaks the sand below. Osceola County was formed in 1887 from parts of Orange and Brevard. Census figures put it at 49,287 people in 1980 and 388,656 in 2020, nearly eight times as many. The growth followed the theme parks on its northern edge, and the jobs and vacation-home trade that came with them. Celebration, which the Walt Disney Company built in the 1990s with its first homes finished in 1996, is the best known of the planned communities.
Growth that fast leaves a particular mix of pavement.
